Kelly Annand

As Deputy Mayor of CHB and representative since 2013, it’s a privilege to serve a district I’m passionate about. My focus has been addressing decades of infrastructure underinvestment, strengthening community wellbeing, and supporting growth.

Extensive governance experience includes chairing the Strategy, Growth & Community Committee, leading work in economic/social development, 3 waters security, community activation and emergency preparedness, plus ensuring Council’s strong leadership as a member of the Chief Executive Employment & Performance Committee.

My work as founder and General Manager of CONNECT Driver Safety & Licensing led to the creation of a one-stop licensing hub in Waipukurau—improving access and creating real employment pathways for our community.

Together, we’ve built a strong long-term plan for the future of Central Hawke’s Bay. My focus remains on putting our community first delivering this plan in a way that supports affordable infrastructure, manages growth wisely, helps us recover stronger, and ensures local leadership reflects the needs and values of our people.
