National Aquarium

Future options for several Council facilities will be presented as part of Napier City Council’s forthcoming Annual Plan consultation.

Perhaps most dramatic is the proposal to close the Aquarium, demolish the building and construct a new, cheaper to run building in its place. The option retains a “visitor attraction with a nature and conservation educational focus” that Council hopes “would bring in revenue and support Napier as a tourist town”.

Council is proposing that a third-party operates Napier isite in an alternative visitor location. The current isite building on Marine Parade would be commercially leased to a third party for another purpose. And Par 2 Mini Golf next door would be leased to the same entity that leases the isite building.

The Faraday Museum of Technology is proposed to be placed into a charitable entity. The charity would run the Faraday, with a one-off capital grant and ongoing yearly operational grants to help the museum cover its costs.

The consultation will include an update on the exploration of commercial leasing arrangements for Kennedy Park Resort and Ocean Spa.

“All of these proposals for our facilities mean long term rates reductions for our community,” says Acting Mayor Annette Brosnan.

As for 2025/26 rates, NCC will consult on a proposed 7.9% increase covering inflation-related increases to do with projects, fees and contracts, electricity, gas and insurance costs.

“Like everyone, inflation affects Councils too. The proposed rates increase covers the increasing costs to do the basics that people expect of us, such as roads, parks, and waste management,” says Brosnan.

She added: “Rates increases are never easy for the community. Neither are discussions on changing the services we deliver. However people told us we need to cut costs and get back to basics, and our response to their feedback is to make changes that will set us up for lower rates in the long term.”

Also proposed is the temporary closure of Napier Library from 1 July, ahead of the city’s new library opening in mid-2027. Taradale Library would remain open and the mobile library’s hours and services would be extended. 

NCC’s Annual Plan consultation opens on 31 March.

Down in CHB …

The current average rating increase reported to Councillors while down from the 14.9% projected in the recent 3-Year Plan, now sits at 10.9%. The drivers of the increase include investment in core services, in three waters activities, and the economic impacts on activities such as consenting where building and development volumes are significantly lower than forecast only 12 months ago.

“We’ll continue to refine the budget over the coming weeks. Although over 87 per cent of our total operating budget is already focussed on core services, our three waters and recovery priorities, there is little room to move and not much more to give up, without eroding levels of service to community,” said CHB chief executive Doug Tate.

  1. There’s a chance a tsunami or spring tide + storm could demolish any/all of the Napier seafront buildings for free. If moving inland to higher ground is not an option, perhaps floating buildings are the answer, provided they can be tethered or motorised with massive outboards. Or submersibles maybe. Simply add glass bottoms or portholes to make every building an acquarium. You’re welcome.

  2. Make sure the Faraday Centre stays open – every kid (and adult) that I’ve seen in there thoroughly enjoys the place – and the kids often look unbelieving at the items that were commonplace for my generation – an excellent hands on history experience for the latest generations

  3. Why is the NCC’s gut reaction to get rid of the Aquarium and replace it with another building no doubt being called the Kirsten Wise Aquarium. I guess while the council is making sweeping threats about getting rid of it no-one takes too much notice of the rest of the proposed changes. The only change that hasn’t even been looked at is them cutting their own salaries or making sure the assets in Napier are run properly and audited yearly to ensure they are being run properly. The Aquarium is not under threat from climate change. Good grief it survived Cyclone Gabrielle. It is a beautiful building and should be looked after and respected more than the current council have done.

  4. The biggest problems with council is use it or lose. That goes for their budgets as well. Every division is allocated money. If they don’t use it they lose it. So they use it all every year and waste it on wasteful things like pedestrian crossings and tiny unneeded roundabouts. Too many people there are trying to justify their salerys. No need for a new library. Just keep the mtg library open and Taradale. That saves 63 million right there.

  5. To a fellow HB resident I can’t understand why the demolition of the aquarium which has been part of the waterfront scene for years and has special memories to so many, stupid.
    Rehousing the Icentre and Mini Golf and having 3rd party operators is backward step esp as the cruise industry and tourist businesses are getting stronger. What bring in yet another smelly takeaway or dinky souvenir shop.
    I personally think your needs are a medical centre suitable and any excess to go into info structure eg water pipes.

  7. I strongly believe the ncc should have a moratorium on the proposed new library. Give ratepayers a choice in a binding referendum at the upcoming election.
    Open the council books on all big ticket item and proposals that are not essential works for us, the actual people these things are supposed to provide for to enhance living in Napier.

Why, Why, Why does the Aquarium need to be demolished?? the last time I was there it was fantastic, why run a Bulldozer over it, I think that is pointless, it should be funded by the ministry of Education, every school and Kindergarten use it, if you “doze” the Aquarium, you may as well take the Museum with it and Ocean Spa, and every other tourist attraction!

  9. Cut the excessive wages of NCC council advisors and their underlings – too many chiefs, not enough indians!
