On Monday 20 April (5.30pm-7pm) at the Municipal Theatre, NCC’s Open House will provide a behind-the-scenes look Council’s work and the activities and services rates are spent on.

Napier Mayor Richard McGrath says the event is a chance for the public to ask questions of council officers and elected members.

“We are very approachable and keen to talk to people. What we can’t answer we can refer on to subject-matter experts we have on staff,” says Mayor McGrath. “Come and have a chat. There’s no agenda, no formalities. If you’ve ever wondered what Council does or want to look someone in the eye and ask where the rates go, this is exactly the setting to do it.”

Open House provides an opportunity for the public to discuss the Annual Plan, which sets out projects and priorities through to mid-2027. The Annual Plan is currently out for consultation until 24 April.

“The Annual Plan proposes a rates increase of 8.8%, which is lower than the 9.1% forecast in our Three-Year Plan. It’s important the public understands the thinking behind this and can have conversations with us about the direction we want to take.”

“Open House is a chance to come and meet the planners, engineers and project managers who are keeping our city running. Bring the kids because we’ve made sure there’s something engaging for young people, you might be surprised what sparks their interest!” says Mayor McGrath.

The Annual Plan consultation runs until 24 April on sayitnapier.nz. Council will consider residents’ views and there will be an opportunity for submitters to speak to Council in person on 27 and 28 May. The Annual Plan 2026/27 will be adopted no later than 30 June 2026.
